A perplexing problem about prophylactics…
Why is that - of all the places I have been in this world - Philadelphia is the only one where all the straws at restaurants are capped. Straw condoms as my friend Mary Kay so astutely described them. Is this part of this city’s health code? Any clues? I noticed this AGAIN today while ordering my Thai Iced Tea at this great Laotian Restaurant in University City (Vientiane Cafe)!

Chicago does it, too.
They do it many places.
Maybe you should get out more. I have never been to a place that doesn’t do it. I’ve been to Calif, Fla, Vir, MD, DC, NY, Buf, Niagra and of course PA/NJ/Del. (I would add my home state of WV, but they don’t have straws).
But maybe your fortunate enough that you dine at more sophisticated places than me.
Comein: In Mississippi (where I’m from), they don’t do that. It’s not a health code thing down there, so we’re allowed to use un-wrapped, un-capped straws if we so please.
